In a major decision aimed at equitable career progression of officers and addressing stagnation, the State Administrative Council (SAC) which met under the chairmanship of Governor, Satya Pal Malik approved the reorganization of the Jammu and Kashmir Legal (Gazetted) Service and Law Officers Service.
This will end adhocism, which had stunted career progression of officers in the two services thereby, leading to de-motivation and disillusionment among the officers. The decision will not only ensure regular promotions at various levels up to 31.12.2018 but also help in better cadre management, an official spokesperson said. The Jammu and Kashmir Legal (Gazetted) Service and Law Officers Service shall now be two distinct cadres and will operate separately with separate seniority.
SAC further approved that the Jammu and Kashmir Legal (Gazetted) Service shall be primary and progressive service. The Law Officers Service will be a diminishing service cadre which shall cease to exist with the retirement or death or relinquishment of the post by the last incumbent beginning from the Public Law Officers. The abolition of the posts which will begin from the level of Public Law Officers will finally culminate at the Special Secretary level. In the future, all fresh recruitments to the entry-level posts shall be made in the Jammu and Kashmir Legal (Gazetted) Service only.
