As part of a refund process to Ladakh, the committee has proposed a formula of 80:20 for the distribution of sharable resources – mainly cash – for J&K and Ladakh. The three-pronged division of assets between the two UTs, led by former Defense Minister Sanjay Mitra, submitted an interim assessment report in October recommending certain recommendations for the division of assets. The commission, sources said, created an index that measures backwardness, area and remote location, along with the historical deprivation suffered by Ladakh.
